Budget - Personnel Funds

Personnel funds are those monies allocated in the university budget for salaries and fringe benefits to all full-time, part-time and temporary employees. These funds are "line-itemed" at the beginning of each budget year and are not flexible within a departmental budget year and are not flexible within a departmental budget.

Mid-year adjustments (when filling vacant positions) of these personnel funds can be made only with the approval of the president when submitted by the appropriate chief administrative officer in each of the four divisions of the administration. Mid-year adjustments cannot be made for currently filled positions.

A. Savings realized as a result of filling positions at lower rates than prescribed in the budget, or leaving positions open, are not transferable to non-personnel areas within a department budget.   B. Salary offers which exceed the rate specified in the budget can be made only with the approval of the president.
