Overview

As established by the University Statutes, the Faculty Senate is the standing committee with responsibility over all legislative matters. This document describes the membership and responsibilities of the Senate. Detailed Senate policies and procedures will be described in the Senate Bylaws.

 

 

Composition of the Senate

Because of the wide range of responsibilities and powers of the Faculty Senate, its membership is designed to provide representation from all academic areas of the University. Members shall be elected by and from each academic department and the library before the end of Spring semester each year.

The university President is the ex-officio chair of the Faculty Senate and may choose to preside at its meetings when in attendance.  The Vice-President and Assistant Vice-Presidents of Academic Affairs, the Vice President of Student and Enrollment Services, and the Deans of schools are ex-officio members.   In addition, the SGA president serves as an ex-officio member.  All ex-officio members are non-voting members.

Officers of the Senate include the Moderator, the Vice Moderator, the Secretary, and the Parliamentarian. Officers are voting members of the Senate if they are elected from its membership. If not elected members of the Senate, the Moderator and Secretary cannot vote in Senate meetings.  The University Statutes define the offices and election criteria of the General Faculty Moderator and Secretary and their roles, if any, in the Faculty Senate.

 

 

Senate Responsibilities

While the Senate has legislative responsibility for academic matters, its actions are subject to approval by the faculty through majority vote during General Faculty meetings. Legislation passed by the Senate and General Faculty must receive final approval by the university President in order to become university policy.

Responsibilities of the Senate include:

1.        Overseeing all university-wide Academic Affairs standing committees through approval of a Policy and Procedure document describing the scope of the committee’s responsibility, its membership criteria, and its operating procedures.

2.     Establishing ad-hoc committees. The responsibilities of ad-hoc committees established by the Senate, their membership criteria, and their operating procedures will be included in Senate minutes. The Senate will grant final approval of the actions of these committees. Ad-hoc committees created by the President, Vice Presidents, Deans, or Department Chairs will not be under Senate oversight, although they may report their findings or recommendations to the Senate as a part of their charge.

3.                     Maintaining current Policy and Procedure documents governing Academic Affairs, and Standing Committees, including the University Statutes, modifying them as needed and according to the procedure described in the Senate Bylaws.

4.     Serving in an advisory role to the President.

5.     Making resolutions and recommendations regarding issues affecting Academic Affairs, such as accreditation issues and long-range planning concerns and communicating them to the appropriate parties.

6.     Recommending of changes to academic programs, including their establishment and elimination, to the full Faculty.

7.     Hearing properly-appealed student petitions from the Undergraduate Curriculum Committee and the Graduate Programs Committee.

8.     Nominating candidates for all standing committees except the Faculty Senate, the Undergraduate Curriculum Committee, and any other standing committees that derive membership exclusively from the individual departments or schools.

 

 

 

Overview of Senate Bylaws

The Senate will maintain and publish bylaws which include detailed policies and procedures for its operation. Among other matters, the Senate Bylaws define

1.        Criteria for election and removal of its members.

2.        The criteria for election and removal of its officers and their responsibilities.

3.        Procedures for conducting its meetings.

4.        The procedure for establishing internal subcommittees.

5.        The procedure to interpret and amend its bylaws.
