Southern Polytechnic State University senior Dux Raymond Sy has won the 1999 Philippine Webby Award for the best cultural website. The site, www.Tsinoy.com, provides current information and links of particular interest to Tsinoys (Filipinos with Chinese heritage).

Sy, a telecommunications engineering technology major, works as a senior webmaster for Innovative-e.com, a creative services company located in Atlanta that does business in the domestic and Asian markets. He first launched www.Tsinoy.com in 1997.

"This is a great honor for me, considering the wealth of competition," said Sy. "The website has proven to be a valuable resource for the Chinese-Filipino culture, as well as an actual online community. Since the award, traffic to the site has tripled."

This year, Innovative-e.com plans on expanding the cultural and e-commerce capabilities of www.Tsinoy.com.
