Abstract Management plays a critical role in the successful implementation of a technology solution. And as experienced managers advocate the importance of understanding the theory of technology, they also emphasize that most of the knowledge is achieved during the proper application of technology in the real world domains. This paper focuses on the management issues in implementing a large scale neural network project. The project that is discussed in this paper is a project called the Information Awareness Office (IAO ) system that is being created by the Department of Defense. The paper will concentrate on the issues the face the deployment of the IAO system project - a neural network technology. In this paper, we intend to review neural networks (non-mathematically) and discuss how they are used today. We intend also to discuss how the United States government is currently developing a neural network project called the Total Information Awareness System [1][2][3] sponsored by DARPA [4] that is going to link many government and commercial databases. DARPA plans on creating a humongous data warehouse, and to use neural network in an effort to predict threatening patterns of individuals. The paper will discuss issues in management and implementation of neural networks and apply these to the DARPA project. There are many issues that the government will have to address when taking on such a massive project. These issues pertain to: data sources, knowledge representation, speed and performance, legal and social issues . etc. Cooperation between the different agencies will be required to make this project successful.
