| Abstract |
An empirical research was made in Summer of 1998 for the CIDI/OAS to find the factors which made partnership cooperation projects attractive enough to be funded. Eleven projects and 32 persons' interviews were analyzed to draw conclusions pertinent to the issue to be solved. It was found that an excellent idea presented at the right time and to the right partners is necessary but not sufficient; it is also important the director's technical background and the prestige of the executing agency as achievers of concrete and measurable results in previous successful projects. Contrary to common beliefs, raising funds for a project does not rest on the assumption that a good seller of the main idea of the future project is the most important factor. |
