On 24 September 2004, Northeast Normal University (NENU) and Southern Polytechnic State University (SPSU) completed and signed a Memo of Understanding which formalized the development of a unique Dual Degree program between our universities.  The signing was attended by representatives of both NENU and SPSU, students who have already joined the program beginning in the fall 2004 semester at NENU, and some parents.  During the signing ceremony, Vice President and Professor Yang Zhong, speaking on behalf of NENU, addressed
the students and guests, discussing the importance of the program and the enthusiasm of the university toward this program.  Interim Vice President for Academic Affairs and Professor David Hornbeck, speaking on behalf of SPSU, also address the students and guests concerning the importance of the program and the desire of SPSU to welcome the students into the program and to the SPSU later in the program.  Following the signing ceremony, a detailed presentation of the program was made to the students, with a lively discussion following.
