Background

Southern Polytechnic State University uses a strategic plan to guide the development of all other university plans-especially those that are divisional and operational. This P&P describes the strategic plan's structure and the way members of the university help create the plan.


Organization of Strategic Plan

The overall organization of the strategic plan is as follows:

Procedure for Developing Plan

Step Procedure
1.

Led by the president, the senior staff of the university establishes the goals and priorities for the institution--including mission, vision, values, and relationships.

Note:

The senior staff includes the president, vice presidents, executive directors, CIO, and executive assistant to the president.

2.

The president shares a draft of the mission, vision, values, and relationships with the Expanded Cabinet.

3.

Each member of the Expanded Cabinet consults with his or her constituent groups about the draft. Their consultation generates comments on how the rest of the plan should be developed.

4.

Comments from the Expanded Cabinet are forwarded to the senior staff, who use the additional information to develop a more complete draft of the strategic plan.

5.

The president gives a complete draft of the plan to members of the Expanded Cabinet, who share it with their constituencies.

6.

Suggestions about the draft are sent to the senior staff and incorporated into the final version, as appropriate.

 

Timeline for Developing Plan

The strategic plan is a dynamic document, focused on guiding change at the university. The president leads major reviews on a three-year cycle, using the following schedule:

August

Establish goals and priorities for the university, outlined in a draft that includes the mission, vision, values, and relationships.

Responsibility: Senior staff, led by president
September

Share draft with Expanded Cabinet members, who consult with constituent groups and provide their respective senior officer with written comments on how the rest of the plan should be developed.

Responsibility: Members of Expanded Cabinet
October

Develop complete draft of the plan.

Responsibility: Senior staff, led by president
November

Share complete draft of the plan with Expanded Cabinet members, who consult with constituencies and provide critique for final version of the plan.

Responsibility: Members of Expanded Cabinet
December

Complete final version of the plan, incorporating suggestions received from all divisions, as appropriate. Distribute plan to the university community.

Responsibility: Senior staff, led by president

In the second and third years after a full strategic plan is developed, the Expanded Cabinet reviews and updates the strategic plan early in the fall semester (August and September). Other planning documents on campus are then reviewed and updated as needed.

The senior staff and Expanded Cabinet are assisted in developing the strategic plan by the Office of Student Recruitment and Institutional Effectiveness.
