Deans Council Minutes

1. Reassigned Time:
Fowler led a discussion on reassigned time for summer 2002 and AY02-03. Deans will be given a set number of hours to apportion as they see fit for their school's programs. Additional reassigned time will be used for the Teaching and Learning Center director, International Programs director, math recitation coordination (one course for year), and freshmen composition coordination (one course for year). Fowler solicited comments from deans on additional reassigned criteria such as graduate programs with no program head, number of full-time and part-time faculty, non-major student contact, and major-related work. Deans added lab oversight. Reassigned time will be closely monitored next year, with no arrangements beyond those that approved by deans and the VPAA.
 
2. Performance Review Process:
Pfeiffer reminded deans that the performance evaluation process is fast approaching. By Monday they are to (a) reread the working P&P on faculty evaluation and (b) give their faculty deadlines for submitting status and activity materials.
 
3. Lab Fees:
The president has asked the Deans Council for ideas about what SPSU might consider charging for lab fees, if permitted to do so. Deans are offer concrete suggestions at the next DC meeting in two weeks.
 
4. Institutional Review Board:
Ramsey spoke to the need for having an institutional review board to protect human subjects in research. She will coordinate the setting up of a board. Joyce Brown will help Ramsey research and write a P&P.
 
5. Matching Number of T1 Faculty to ATL numbers:
The current number of approved graduate faculty is more than the number of faculty needed, as supported by data from the Annual Teaching Load report. There was discussion about various ways to solve the overall graduate teaching problem, including allowing T2 faculty to teach graduate courses to a greater degree without extra scholarship expectations --assuming they meet grad faculty criteria and assuming they prefer this option. Deans will alert faculty that the final number of T1 faculty will depend on the enrollment-based needs of the program. The issue will be revisited at the next meeting.
 
6. Budgeting Appropriate Number of Graduate Assistants:
By February 27, the deans are to send Pfeiffer the number of graduate assistants they will need next year to support activities within their programs, along with justifications.
 
7. Graduate Assistant Administration P&P:
The group agreed that the draft of the P&P on Graduate Assistant Administration needs work if it is to reflect the reality of SPSU. Murphy agreed to coordinate the rewrite and submit it to the Council by March 15.
 
There will not be a meeting of the Deans Council next week (February 27).
